Describes the shader stages that a binding will be visible from.
These can be combined so something that is visible from both vertex and fragment shaders can be defined as:
ShaderStages::VERTEX | ShaderStages::FRAGMENT
Corresponds to WebGPU GPUShaderStageFlags
